Check all given offers and for those, you want to get better price, you may start 2nd round of this request. First of all, you have to mark chosen products, using ‘Flag’ icon. After marking products there will be available "Start second round" button.
You can start 2nd round from such tabs:

Pivot table:
set a filter if you want to add only a limited number of products into the 2nd round. After please select "Actions per Item" button and "Select for the 2nd round (number of items)
After you selected the items for the 2nd round you have to "Start 2nd round (x items)". In the next step a window opens requesting more info (see more info on the following screens).

use flag icon next to needed item

Offers by Supplier type (if it's available for you):
click flag icon near needed item
All selections on any tabs will be saved and you may use any of them to continue work. After all needed items are selected for 2nd round, click ‘Start second round’ button.
It opens modal box, where you have to enter start/final date of 2nd round, enter message for suppliers, check displayed list of selected products for 2nd round. After entering all needed information, click ‘Start 2 round’ button
Suppliers will get emails that they are invited to participate in 2nd round. They will be able to give offers only for these chosen items for 2nd round and all coming offers will be marked from which round they are:
